Yes you need TF2D, and all the info and instructions can be found
HERE. And once you get that then you can come back to this thread and select the theme of your choice. Some themes are just the files so you would then copy and past them to your windows directory and allow them to overwrite the exsiting files. Also some themes are built into a cab installer simply drag the cab to your phone and tap on it and it will install everything for you. Hope this helps.
