To install simply "uncheck" TF2D from the today's settings in items, copy the jokers files into windows and overwrite them. Go back to items in today settings and "check" TF2D and there you go. Make sure you add the included "joker bg" as your background.
Remember to have a back up of your previous skins for TF2D. just a thought to keep in mind in case you wanted to revert back.

Thank you for the great skin, you made a great point about backing up the original in the case you want to go back to it.... I will take the original files and build a cab and post it on the first post so if anyone wants to go back they can.
