Thats right. For even more clarification, keep in mind:

The GPS chip is within your device. You do NOT EVER need to pay for this chip to work.
What you DO need to pay for is the SERVICE using it [For example, Sprint Nav]. Therefore, the only things you get charged for are

1: the program itself [Google maps: FREE!]
2: the data transferred [Just the regular data connection]
3: the service, if any [Sprint Nav service is NOT FREE; Google Maps IS!]
