I believe you may need to re-install your USB Root Hubs because Windows has incorrectly recognized your device.
It can be a little tricky if you don't have a PS2 mouse because the mouse will probably be running off one of the USB Root Hubs.

Boot into Safe Mode
Click Start/Run and type in devmgmt.msc.
Go down to the Universal Serial Bus Controllers section.
If you have a PS2 mouse, delete each of the "USB Root Hub" entries.
Reboot and Windows should re-install your USB Ports.
Connect your device and it should be recognized.

If you don't have a PS2 mouse then delete just ONE "USB Root Hub" entry. If your mouse stops working, just move it to a different port.
Then select Action/Scan for Hardware Chages. Your USB Port should be reinstalled.
Then delete the next one, and so on.
When finished, plug in your device and it should be recognized.

If the usb ports fail to install. Then find the file USB.INF in your \Windows\Inf\ directory. Right-click and install.
