The way I'm asking though is to do this without a PC.

Take this for example:

I need to visit a webpage and no computers are nearby,

Is it possible to use the phone's own internal modem (Analog) to provide the data connection (I.E 56K dialup) without tethering or any PC involvement. In all essence, instead of using verizon's data, instead dial-up a 56K Modem, connect, and use that as a data carrier.
