It's a seperate interface they have on it: "With HTC’s vibrant touch-responsive user interface, TouchFLO™ 3D"
Which is loaded by default, and I am sure it can be turned off if somebody does not like it.
From what I have seen of it, it pretty much does what most 3rd party interfaces do, just looks prettier than most.
