It has one 400Mhz processor for regular operation, and I believe another 133Mhz processor for radio related operation. As you know though, you can't compare clock speed as a direct function of speed. Like a 2.0Ghz AMD will not have the same clock speed as a 2.0Ghz Intel, or even a 400Mhz PowerPC compared to a P3 or P2. They have different pipelines and other factors apply. So in this case we would be comparing a 400Mhz ARM architecture CPU to the 624Mhz or whatever you overclocked it to PXA processor.
