If you uploaded a sprint rom to your phone and let the customizations run that could very well be the reason why your phone is always roaming. Why don't you try uploading a verizon rom to the phone itself and let verizon's customizations run. The big part (forgive me if I'm wrong) is ppst.exe, if you want to stick with the sprint rom then don't let the customizations run, and try to get verizon's ppst.exe and run that on your phone...you "should" be all set to go.
