That's exactly my point. VOIP is of course possible, but I doubt any carrier will choose to implement it while they have all their existing 1x voice infrastructure in place (edit: at least until bandwidth is more abundant on 4G networks, that is). Simultaneous 1x voice and EVDO data is not currently possible, regardless of some kind of "carrier implementation". I've never seen any evidence to the contrary.
