If it's in the ROM the only way to remove it is to build another ROM. The real question is - Why do you want to delete something? It doesn't cost you any memory or performance if you don't actually run it. Just make sure there's no link in the startup directory. If a program really offends you, you can remove its link from the programs directory as well.
