the answer is, simply you dont.

what you should do us update the registry entry at
HKEY_CURRENT_USER\CONTROLPANEL\SOUNDS]
"Ringtones"=multi_sz:"file_name_in", "file_name_2.xxx", ....

those files should reside in \windows after you're oem.

That way they take up no more room on your phone.
you "could" copy them using the initflashfiles.dat, but if you do that
they will take up space on you're phone.
