if the blue screen says 0.4 Coke (or something similar) then it is unlocked. otherwise, simply run the unlocking utility again, AND FOLLOW THE INSTRUCTIONS EXACTLY.

There is one point at which you have to unplug the phone and plug it back in, this is very important. Tell us how it goes.
