Yes, a ROM is a new image for the phone, complete with operating system, ring tones, anything the creator decides to put in it.

Start --> Settings --> System Tab (bottom) --> About
Will list the version of Windows Mobile at the top (i.e. Windows Mobile 6 Professional)

Start --> Settings --> Personal Tab (bottom) --> Soounds & Notifications --> Notifications Tab (bottom)
In the Event dropdown, choose the event you want to change (i.e. New Text Message)

I know I have seen some ROM updates and kitchens available for Alltel, but I cannot tell you for sure how they are working as I am with Sprint. Check these out:
