They do use MSID codes for their provisioning just like Sprint. I just wasn't sure how the MSID system worked.

As far as "unlocking" goes, all you need to do is set your MSL to all 0's so that it will accept provisioning from other carriers. I read about this and then tried it first hand. My friend is on Altell so I reprogrammed my 6700's MSL to 000000 just like my Vogue and then flashed a custom Altell ROM from the kitchen I downloaded and then had my friend try to activate it on Altell and they activated it no problem.

I can only assume that Verizon would be able to do the same if I do the same to my Sprint Touch.
