You actually answered my first question.
MSID is "line of service" specific, not phone or phone number specific. That's what I needed to know.
I have the MSL reprogrammed to accept provisioning from other carriers as well as making it easier to remember. Using Qualcomm's QPST tool, I made my MSL 000000.
So say I decided I wanted to take my black Sprint Touch over to Verizon later on, all I would have to do is flash an OEM Verizon ROM to my device and then call up Verizon and they will give me the MSID, port over my number from Sprint, and I will be able to activate it on their network?
