Exclamation PC Fails to recognize Mogul via USB

My Mogul does not seem to connect to my PC via the USB cable. The phone gets charged through the cable, but the PC does not seem to recognize it, and when I pull up Windows Mobile Device Center 6.1 on my Windows Vista PC, the app just shows "Not Connected". The device does not show up in My Computer either.
I've had this problem for the past week, and I've talked to tech support at both Sprint (all the way to tier 2) and HTC, and neither of them seem to be able to help me fix this issue.

This problem began after I installed ROM v.3.35.651.2. Prior to that, the device connected to my PC fine.

Here is what I have done thus far to troubleshoot:

1. Soft-reset phone
2. Reboot PC
3. Uninstall Windows Mobile Device Center, reboot, Reinstall, reboot
4. Plugging USB cable to a different USB port
5. Unchecking "Enable advanced network functionality" in USB to PC settings in the Connections tab in Settings.
6. Hard-reset phone
7. Disabling my firewall
8. Tried finding Windows Mobile Device Adapter and Driver in Network Adapters in Device Manager on PC, but it's not there.
9. I had Microsoft ISATAP adapter in Network Adapters in Device Manager showing a yellow exclamation point, so I uninstalled it, hoping it would reinstall, but it didn't.
10. Dialed ##786#, completed a full RTN (Restore to new)
11. EDIT: Ok, I just tried one more thing: reinstalling Windows Vista, and it still does not recognize the device.

None of these things have helped. I am thinking that this is a problem with a driver missing in Vista. Does anyone have any idea or solution to follow?
