Yea i was shocked no one else mentioned it, but then i guess maybe WinMo was so far gone by the time anyone knew what CIQ was no one remembered seeing it.
Just to clarify, this is the STOCK Sprint shipped ROM.
Also in the Windows folder is a CIQArchive folder. Nothings in mine, but its possible these are hidden even with Show All Files.

Its funny, at least 35 threads a day are people who tried to flash and messed up, or wonder why in the middle of the night their phone up and did a hard reset by 'itself'.
