journaling on helps with data consistency...having it on means more overhead thus more writes to your flash rom and a little bit slower. Having it on though prevents data corruption from occurring by A LOT.

With journaling off, you must know how to properly take care of the phone..aka proper shutdowns and etc otherwise all your data can go poof..for most people I would suggest Journaling On...
