Not so, really.
It warns you when you run the software not to interact with it while driving.
You enter your destination and then put the unit where you can see and hear it.
You do not have to look at the unit at all as it gives voice guidance, But if you want to actually look at the screen... that's not against the law in any state.
And remember that radar detectors are illegal in some states; but that doesn't mean that people can't sell them...
