You can do that, but there is also a registry edit that you can use on all today plugins in order to lock or not lock it to the top.
HKLM > SOFTWARE > Microsoft > Today > Items > HTC Home (or anyone of your today plugins)
Change Type from '5' to '4' and it will show up as an available plugin.
