I've seen this issue if you use Manila.exe and mode9.dll from the Manila Core 2017/2019 sense (from Oboe roms). The only fix previously was to use manila.exe and mode9.dll from a Leo ROM. The good news is that it seems to work with 2021 sense from the new Oboe ROM (at least twitter scrolls fine...I don't have enough txt's after flashing to test that scrolling yet).
