I suspect the issue he is having is not really an issue. He saw many updates being downloaded after a stock wipe. I believe that Sprint Lovers Rom probably has some of those updates integrated into the system already. The smaller number of updates that he is downloading are newer versions of those, or other apps that were updated after the rom was released. (or just were not included in Sprint Lovers Rom for any other reasons he might have had.)
As far as paid vs non paid apps...the only apps that REQUIRE a manual update are apps that have permissions changes. This is to prevent an app from having new access to stuff without your permission that a previous version did not. I know most people don't care, and just click OK or INSTALL, etc... without reading the permissions authorization page.

Partly right.
Anything already in ROM does update.
Anything paid does not automatically install but does show up in "MyApps" ready to be manually refreshed.
Anything not in ROM or unpaid has no trace.
This is true with Stock, Sprint Lovers and Evo-Nonsense ROMs.
The 2.3 gingerbread ROMs support google backup and will restore all apps that are registered with Google Backup.
I didn't want to restore with Ti Backup on dramatically different ROMs.
I wish something could just record the "List" of apps and flag to Market they need to be reinstalled. Rather than actually restoring them. That would be ideal.
