Yes it needs to be under warranty and HTC voids warranties for small scratches on the phone. They will charge you money just to look at the phone. Not worth your time or money to try with HTC. Just buy a used one and move on with a very good flashing lesson. Also this is a lesson for why TEP coverage through your carrrier is very useful.
