Yep, the MSL is tied to a SIM but since we CDMArs don't use SIMs(except on gsm side) the extra step is probably a good idea.

So before sale the sim should be removed, how do you enter the msl code to wipe the phone number? |
Dial ##786# and enter MSL which will do a full wipe & reset and also clear your phone number.
