There's hasn't been a Programs tab since Sense 2.1.xxxx. HTC removed it since it began developing Sense 2.5.xxxx. The quicklinks on the home tab made it redundant. If you need more quicklinks, you can install a cab to give you more (may depend on sense version) or use Cookie's Home Tab mod. You can go to the settings tab->personal and find the option to hide tabs in Sense. Since they are in ROM, you cannot remove them (just hide them).
