Is there any good reason to use a cook ROM?

I am about to do it the first time on my Sprint TP2. (What am I waiting for?)

Since WM is not open source like Android, how do you optimized the code?

All I see the cook ROM does is rearrange the icons and folders, tweaks and add other programs all in one.
