Nothing personal, but I really feel that you need to do a little more reading on the topic. It sounds like Sprint told you that they will terminate your contract (and bill the ETF to your account) if you were to unlock and activate the TP2 with another carrier. Unlocking it will not do anything to your Sprint account, unless of course you flash it to and activate it on Boost Mobile, for instance.

You're completely right about the hardspl unlocking and warranty... yes it voids your phone's warranty, it may even cause problems with ESRP, but relocking it would bring everything back to normal (unless you brick your phone and meddle in warranty fraud).

I wouldn't "unlock" the TP2 for better service... you are able to force the phone to roam in the event that you have poor Sprint CDMA signal, and this is done natively in Windows Mobile.
