I am on August 1 Cookie 23xxx and have this exact problem. Within 5 minutes from unplugging my phone from charging it goes down to 88% battery. Then it seems to start using battery at a normal pace.
The person you quoted is talking about MEMORY use not BATTERY.

Some things to consider if you battery charge is going down quicly are, first, how old is the battery? They have a finite number of charge/discharge cycles.

Also, are you charging via the USB port on your computer or your wall charger. Charging from the comuter takes much longer than the wall charger does.

Also, are you leaving wifi and bluetooth on? They are very quick to drain your battery.
