Damn I would say that's more than a bug if it's resulting in you having to do a hard reset just for not having music on the phone or SD card, seems kind of weird that no one else has reported that issue though, so if I was you I would make sure that it's not something that your installing or restoring and then try it, and if it's still doing that to PM NRG and notify him of the issue and I'm sure he'll look into that.

I found the solution, the "setting" gets a value of 36, it used to have 20 when it worked. I am trying to get someone to confirm that this does happen to everybody (or somebody else) but nobody seems to want to try it out. By default it comes with no music, just pulling SD card out and trying to use the Music Player should be able to duplicate this behaviour. I am able to fix it again by putting "20" on the "setting" under "HKLM/Software/HTC/AudioManager_Eng"
