When you try and activate a lost/stolen phone the system shows the phone as flagged as long as the person mentioned that the phone was lost/stolen and they didn't just upgrade or something. I have customers who come in and say that they lost their phone but just want to use their upgrade eligibility. I always have the phone flagged first,
then do the upgrade for them. No reason a stolen phone should beable to easily be used later on. And if the phone gets returned later on, then it can be unflagged at that time.
