I can answer a couple of the cricket Questions,
When cricket has plan changes, it is upto you to change it. They don't due it auto... Like this last March they changed plans wile introducing there nationwide talk and text coverage. But to take advantage of the new PRL's you had to change to a new plan. Worked good for me with three lines before March I was paying with taxes 150.00 now with taxes I pay 138.87 all the same features plus unlimited directory assistance.
But even better news, They have newer plans coming out next month when they introduce the new BlackBerry and Sanyo Zio (Android) phones. The new plans will include HTML data just like Sprint and Verizon.
For a static IP, cricKet doesn't offer them or allow them.
Roaming, well they are prepaid so unless you add money to the flex bucket "saving account" or have a plan that offers it you won't roam unless it's in the national talk/text coverage.
Basically any CDMA phone/PPC can be flashed to cricket I do it on a daily basis now. I started out just doing my own, now I charge others.
