The Touch Pro 2 is a combination of GSM/CDMA or better known as a Global Phone. The idea is that it is compatible on many networks. Therefore you should be able to go to Europe and buy a pre-paid Sim card and pop it in and start dialing.

To use the TP2 in USA or on the CDMA Sprint network you have to set (should) the phone into CDMA mode. Go to Settings-> Personal-> Phone... on the bottom of Phone menu there is a network tab, click that. -> Under mode of operation, choose CDMA only.
