Have you rooted your phone? Have you installed any apps since this started to happen? Have you tried to change your theme and then try to change the wallpaper?
Worst case do a hard reset on the phone...seems alot of issue from the factor install of Android are fixed by doing a hard reset...atleast thats what people have been posting...like have you hard reset since getting the Evo?
