I think Aukutsutsu may well have hit the nail on the head when he said it's heavily dependent on environment, which would explain why not everyone is seeing it. Also, I think the reason only certain HTC devices have shown the issue is due to the digitizer being used in these phones, versus other phones and brands, may just be more susceptible to this type of issue.
As an example - I work in tech support for a major computer company. All of our laptops use capacitive touch pads and I have had cases were someone will call in complaining that their touch pad intermittently stops responding, even after replacing the touch pad. I even had one where their touch pad would not work at all in certain areas of their house. It's just something they had to learn to deal with and that may be the case with the type of digitizer being used in our case.
