You can certainly map them on an application basis using the keyboard controller program. I have mine mapped for up/down arrows in pocket outlook, and volume control everywhere else.
You create a rule within the key setup which defines the window name in which the key should operate differently. Then you select that rule at the top (vs. *, which is "everywhere else") and map the key the way you want based om that rule.
Works really well.
