After multiple flashes or hard resets, data packets sometimes don't get fully erased and false data remains in the blocks where they shouldn't be which corrupts random things in the ROM (in your case, wifi)
Task 29 essentially wipes all of the blocks to zeros, thereby fully scrubbing all data from all the blocks (it's actually more complicated than this - task 29 wipes all BINFS data where the XIP lives). Flashing to stock is different in that it wipes FATFS via task 28 (the storage memory part of the ROM).
As I said before, it could be any number of things causing your wifi to partially not work. But task 29 and reloading a fresh ROM almost always fixes issues like yours. If you wanna go nuts, run task 29, then flash to your carrier's stock rom, then activate your phone and call your voicemail to ensure it works, then load Mighty again
