im not an expert at this, but that said..., i do love the hunt for solutions.
so, i searched the registry and found the following "HiddenPlusCodeDialingPage" and the value was set to 1 (meaning hidden).
this was found at HKLM/Software/OEM/PhoneSetting. i changed the value to "0", reset and started the phone. Under the "options" item of the main screen "Menu" choice, a new item shows up on the "CDMA Services" named "Plus Code Dialing." when selected, it allows a you to add a prefix string to the dialing code. (see atached .jpgs.)

there is also a key named "PlusCodeDialing" that has several data values. on my phone, the "PlusCodeEnable" was set to "0", and the PlusCodeNumber was set to only a "+."
