The other volumes seem to stick.

I fixed it by removing HTC Volume. Now it sticks correctly between reboots.

My wife has had some odd volume issues with HTC Volume enabled too. She switches between Vibrate and Normal often.

I noticed that the new Stock 6.5 ROM from Sprint the HTC In-Call Volume would correctly stick between reboots. But using the Kitchen one it just won't stick. Goes to 50% every time. I mucked with half a dozen "InitVol" in the registry with no effect.
