I'm not sure what libhtc-ril.so is. I think (but am not sure) it is the RIL from htc that comes on their Android devices (Magic, Dream, etc.); if so, I think (but am not sure) there's just a binary floating around, and no source.
libhtcgeneric-ril.so is almost certainly
the android-htc-ril built by the community. Unless there's something else out there I don't know about, that's probably where you want to spend your time and effort. At this point, the CDMA support is pretty threadbare. (Not that it should need a whole lot). And the CDMA/GSM support is nonexistent.

It hasn't been updated lately, and I assume there's nothing in there that didn't get into the gitorious repo, but there might be.
