Go to Contacts, then select Menu-> Sim Manager. You can then select the contacts that are stored in your SIM card and select "Copy to Contacts" or something like that. That will copy them over to your Touch and then on your next sync with Windows they should appear on Outlook.

After this is all done, you can go to the Sim Manager again and delete the contacts form the SIM card so that they don't appear twice in your Touch's Contacts list.
