If you are running a custom rom then more than likely its disabled. If its a stock rom, make sure you run one of the cab files floating around that disables the monitoring.
The only thing you have to make sure of in the HTC wifi app is that the connection type is on "Sprint" and not on "Phone as Modem" or anything like that. Always use the "Sprint" setting
