However, my point was merely that low-end capping and metering will just not ever get passed by the government. For example, Comcast is safe with a 250GB/month cap because anyone even close to that should be shot in the head anyway. Time Warner tried to introduce the idea here in Rochester last year and there was an uproar. Politicians got involved, bills were submitted to Congress, etc etc.
Good luck, but low-end metering will never get passed.

Well I guess I better line up to get hit by the firing squad... I don't use Bit Torrent at all, but I easily push over 400GB in a month and have exceeded 3 and 4TB in a month on occasion...
