Perhaps, but if one company is going public about capping, then every one of them will do the same. It's too good of an opportunity to sit there.
However, my point was merely that low-end capping and metering will just not ever get passed by the government. For example, Comcast is safe with a 250GB/month cap because anyone even close to that should be shot in the head anyway. Time Warner tried to introduce the idea here in Rochester last year and there was an uproar. Politicians got involved, bills were submitted to Congress, etc etc.
Good luck, but low-end metering will never get passed.
