I'm not 100% sure but I don't think you would need to add the $30 plan, rep might have been trying sell you extra services.
do you have an extra old sprint phone laying around??
you can test what the rep said by having your friend temporary activate an old sprint phone.
his tp2 is now free to be activate on a different account/line. you then activate the tp2 online through sprint.com and if the Sprint system lets you activated it your good to go.
you can even check for yourself the 'plan details' are still the same once the tp2's picture shows up on your sprint.com account, your data $15 add on should be there.
