I haven't heard about that specifically but I'm going to guess what you might be talking about is: /system/etc/apns-conf.xml
This is a listing of all the settings required to get data/mms to work on a certain carrier. However in our rom it's completely unused. In fact our stock rom came with the fake one that comes with the dev phones.
A great way for us to make some headway on this would be for someone to make a dump using busybox while they are roaming, and one while they aren't. We could then run a diff on it and maybe see what has changed and if we can trigger it. That's just me thinking out loud.
