Shouldn't have to activate it. The HTC WM6 devices are a little fussy syncing.
Try reboots, reconnects and sometimes it magically works.
Also
Go to Start -> Settings -> Connections Tab -> USB to PC and disable Enhanced
Never heard of having to wait to activate it.
