If you or one of your neighbors has an Airave (a small home based cell tower with about a 1000 foot range) and your phone is connecting to it then your weather location will either not update correctly or not at all.
A quick way to check if your are connected to an airave - and don't know it. Dial *99 and hit send. If you hear a tone and the message "you are now within airave coverage", you are connected to one. Don't worry, its free anyway and improves your reception.
As far as your location goes, its not neighborhood specific as far as I know. Mine just says "Knoxville Tennessee" rather than Farragut, which is the town I live in that is s burb of Knoxville.
For the message that is showing in your inbox, go to "all messages" and from the drop down list at the top, click on Outlook mail and you should have a message in there. They show up if you use activesync to sync google or did a backup with microsofts MyPhone backup.
