This DOES activate the GPS chip and starts searching for satellites. CGPS (WinMo 6.5) and GPSToggle (WinMo 6.1 or traditional screen on 6.5) allow a warm lock on the satellites, and is the closest to what you are looking for. There is also a paid service, GPSGate, that I have heard of, but I have not used it.
