Yes and no. Cabs install files, make registry changes, are removable typcially through the Remove Programs, etc. Registry edits are where you use a registry editor -PHM Registry Editor, Resco Explorer, etc. -to edit the registry yourself and make one or more changes. Quite often registry changes are the "tweaks" you make to change something. Now the kicker is that you can actually put registry changes into a .REG file and then simply run that file to apply those changes. This saves you editing the registry yourself, as that can be dangerous if you don't know what you're doing. And just to confuse matters worse, you can actually 'cab' a registry setting / file, where you make a .cab file that contains only registry edits. But that's just going to confuse things more for you
