Yea that is your best bet...a hard reset will not fix it...probably shipped you a bad refurb....you can always check the refub status by pressing ##786#....refurb status should say "NO" ....
BTW Hard reset......with power off hold TALK/END and power button simutaneously....wait for on screen instrcutions.....follow on screen instructions
